Resolved my issue. Clear instructions. Easy to follow. If you don't see Local Users and Groups, it's probably because that snap-in hasn't been added to Microsoft Management Console. Follow these steps to install it:. Select Local Users and Groups , and then select Add. Select Local computer , click Finish , and then select OK. Select the Action menu, and then select New User.
